I realise this is a little hard to make out, but since I couldn't find a better angle you'll have to take me at my word that this is indeed a golf driving range built on top of a taxi company's parking lot.

Space is at a premium in Tokyo and I'm sure the clever local councilors where thinking "why build a roof to a car park when we can string up some green netting and charge people to feel like they have a chance of smashing taxi windows?". I'd like to think that was happened in the boardroom anyway.
