Strange cabbage looking things are planted all over town. My guess is mainly for their bright colours and their durability through the frosty winter months. They don't really look very appealling in the traditional flower sense of the word though. Still, they do have bright colours and survive the frosty winer months.
These are ornamental cabbages... they are available over here too! Grandma did a display in the porch one year, they looked good for months, though as you say not in the same way as a traditional flower.
